The webcam for the Dell Vostro 1700 is branded as Creative Labs. The error message above is related to the missing of the drivers for the webcam. However, Windows 7 64bit is not compatible with this device. There is no download on the official website related to Windows 7, but you can use the XP one. Access the drivers page and expand the Mouse, Keyboard & Input Devices (6 files) category. Scroll down and download the Creative Labs driver. Install it, reboot the PC and you should be able to install the driver.
For Dell Webcam Manager, you have to create an account using the My Account (Internet Explorer is required) to perform a SCAN from the member's area. Then the website will automatically provide the necessary downloads for your laptop.
Where can I obtain it for a computer that never originally had ' Dell Webcam Manager ' but prefers its features to that of a newer version on new Dell laptops. A friend of mine likes this camera manager better than that they currently have. Is it possible to run this 'later' version?

DELL Webcam Manager application is available for products that are registered on the support website. If your product has a webcam, you can register it or register the USB device on the Dell Support. Once you perform this operation and register your product, you will have the download available under the My Downloads section when you log in.
I've installed the latest version of the webcam software on my Dell Inspiron-1525 laptop, but I can't use it. I'm getting a lock screen. Can you help?

I used Windows7 in my laptop DELL INSPRIN-1545, but my webcam was not working and showed: "No supported webcam driver detected. Please, install the web cam driver using the Dell Resource CD webcam center again" when my webcam driver was available in my PC.
The webcam image doesn't appear in my own web camera settings box and it doesn't transmit to other persons the video link. We have looked at everything we can. What can we do now?

In order to fix the issue, I suggest you update the webcam driver and software to the latest versions. Navigate to Dell Drivers and Downloads page, identify your computer model, select your operating system and download and install the latest webcam files. If you still have problems, press Windows + R key combination, type services.msc and click OK. Expand the Imaging devices list, right-click on the webcam driver and select Uninstall. After that, reboot your computer, press Scan for hardware changes icon from Device Manager and reinstall the drivers. If it doesn't help, use the contact information from the official web page to get in touch with the support team.
I have a problem with using Dell Webcam Manager in my N5110 64bit working on Windows 7 OS. Whenever I intend to use the Webcam Center I get a pop up saying "No supported webcam driver detected. Please install the webcam driver using the Dell Resource CD and launch Webcam Center again." However my Dell Webcam Central works fine. What is the difference between the Webcam Center and the Webcam Central? I guess the Webcam Center pertains to Webcam Manager, and which driver from the CD does one need to apply? Is it important or should I go on using the Webcam Central instead?

All these mentioned applications are developed and released by Dell for their devices. There isn't much of a difference between these, because they all do the same thing only Central or Center is different though interface. Since they're two programs, Dell choose to use one for a series of computer and other program for another series. The best way is to uninstall everything form your computer (Dell Webcam related) and then use the Resource CD to install the correct application and the driver.
Dell devices use Dell Webcam Central as their primary application to manage the webcam products. On the other hand, this application is not compatible with the webcam of Dell Inspiron 1440.
First, go to Dell Support page, identify your computer model and download and install the latest webcam drivers available. After that, upgrade your Skype version and try again. If the problem is not solved, install DirectX and check the troubleshooting guide provided by Skype Support Team.
